Legislation for fashion workers?
The Model Alliance is a New York-based nonprofit organization founded in 2012 by the model Sara Zipp, to promote fair treatment, equal opportunity, and more sustainable practices in the fashion industry, from the runway to the factory floor.
Over the past years, they have been promoting different initiatives to support models and their rights within the industry. “From creating protections for models from workplace sexual harassment and pressures to engage in starvation dieting, to calling for transparency and accountability across global supply chains, we need to inject a labor consciousness into fashion.” says their statement. In 2021, The Model Alliance, received the first Positive Social Influence Award at the 2021 CFDA Fashion Awards on November 10th.
And now, they are taking another step forward.
On March 25th, 2022, Sara Ziff of the Model Alliance joined New York State Senator Brad Hoylman and the models Karen Elson and Teddy Quinlivan to announce The Fashion Workers Act to regulate management agencies and provide labor protection for models, but also other behind-the-scenes creatives such as hair and makeup artists, stylists, influencers.
“These management companies have been operating in a vacuum”, Senator Brad Hoylman told The New York Times. “They [creatives] have very little control over very basic things we expect from people we do business with: when they will get paid, what kind of shoots will they work on, will they get copies of the contracts — answers to the who, what, when and where and how questions most of us expect in professional transactions.”...
“This bill will close the loophole through which management companies escape accountability and it will require those companies to pay models and creatives within 45 days, provide models and creatives with copies of contracts and agreements, and discontinue predatory practices such as mystery fees, overcharging for services, [and] cramming 10 models in one apartment and charging them well above the market rent.” Ziff said.
Karen Elson, a model who has appeared on several covers and involved with the Model Alliance told the NYT: “I’ve been a model for 25 years, and there have been countless times when I’ve flown across the globe and have no idea what I’m getting paid. If in this point in my career I have to wait nine months to be paid, what is happening with someone who is just beginning?” she said. “You almost need a trust fund behind you if you’re starting out now. And if you don’t have that, you have to work to the bone. You may have a Vogue cover, but your bank account may be zero.”
The legislation, which has been supported also by the CFDA, has made some progress since its announcement. On Tuesday, May 10th, the New York State Senate Labor Committee voted to pass the act, with the bill now heading to the Senate Finance Committee before it goes to a floor vote in the Senate.

Zara last week began charging fees (1.95 pound) for online shoppers returning its clothes in its physical stores. You won’t be charged if they are returned via a convenient third-party drop-off point. The cost of returns has soared in recent years as online shoppers order multiple items, often the same garment in various sizes, returning the majority of their original purchase.
